Main
Explain various steps involved in adopting EIA as a planning tool for a major project activity.
Answer
Environmental Impact Assessment (EIA) acts as a systematic planning tool by integrating environmental considerations into the project life cycle. The key steps include:
- Screening: Determining whether a project requires an EIA based on its scale, location, and potential environmental sensitivity.
- Scoping: Identifying the critical environmental issues and potential impacts that need detailed study, establishing the boundaries of the assessment.
- Baseline Data Collection: Establishing the existing environmental status of the study area (air, water, soil, biological, and socio-economic) before project implementation.
- Impact Prediction: Using mathematical models or expert judgment to quantify and qualify the changes the project will cause to the environment.
- Mitigation and Impact Management: Proposing measures to avoid, minimize, or compensate for adverse impacts, often documented in an Environmental Management Plan (EMP).
- Public Consultation: Engaging stakeholders and the local community to address concerns and incorporate local knowledge.
- Decision Making: Reviewing the EIA report by regulatory authorities to grant or deny environmental clearance.
- Post-Project Monitoring: Ensuring that the mitigation measures are implemented effectively and that actual impacts do not exceed predicted levels.
Describe the relation between EIA and EIS. Present the contents to be included in EIA.
Answer
The EIA is the systematic process of identifying, predicting, and evaluating the environmental effects of a proposed action, whereas the EIS (Environmental Impact Statement) is the formal technical document that records the findings of the EIA process. The EIA is the 'process' or 'activity', while the EIS is the 'product' or 'report' submitted to decision-makers.
A standard EIA report includes the following contents:
- Executive Summary of the project.
- Project description, including location, size, and technology used.
- Description of the existing environment (baseline status).
- Identification of potential environmental impacts (physical, biological, and socio-economic).
- Assessment of alternatives to the proposed project.
- Environmental Management Plan (EMP) detailing mitigation strategies.
- Monitoring program and institutional arrangements.
- Public consultation summary and responses to public concerns.
- List of references and technical data sources.
Describe the process of check list method. Explain its merits over the adhoc method.
