Explain the principles of scientific management in detail.
Answer
Scientific management, developed by Frederick Winslow Taylor, focuses on increasing economic efficiency and labor productivity through the systematic study of work processes. The core principles are:
- Science, not Rule of Thumb: Replacing traditional, intuitive methods with scientific study of each element of a job to determine the most efficient way to perform it.
- Scientific Selection and Training: Systematically selecting workers based on their capabilities and providing them with training to ensure they perform their tasks according to standardized methods.
- Cooperation between Management and Workers: Ensuring that work is done in accordance with scientific principles through close collaboration, rather than leaving workers to their own devices.
- Equal Division of Responsibility: Dividing work and responsibility almost equally between management and workers, where management takes over all work for which they are better fitted, such as planning and organizing.
Differentiate between management and administration and state the levels, functions of management.
Answer
Management is primarily an executive function concerned with the implementation of policies and the day-to-day operation of an organization, while administration is a top-level function concerned with policy formulation and goal setting. Management is often described as a bottom-up or middle-level process, whereas administration is a top-down process.
Levels of Management:
- Top Level: Responsible for strategic planning, policy formulation, and overall organizational goals (e.g., CEO, Board of Directors).
- Middle Level: Responsible for executing the plans formulated by top management and coordinating activities between departments (e.g., Branch Managers, Department Heads).
- Lower Level: Responsible for direct supervision of the workforce and day-to-day operations (e.g., Supervisors, Foremen).
Functions of Management:
- Planning: Setting objectives and determining the best course of action.
- Organizing: Arranging resources, tasks, and structure to achieve objectives.
- Staffing: Recruiting, selecting, and training the right personnel for the roles.
- Directing: Leading, motivating, and communicating with employees to ensure performance.
- Controlling: Monitoring performance against standards and taking corrective actions.
