a

Explain in detail the overlay method with suitable example.

10 marks

Answer

The Overlay Method is one of the earliest and most intuitive techniques used in Environmental Impact Assessment (EIA) to identify, predict, and communicate spatial impacts. It involves the use of transparent maps or Geographic Information System (GIS) layers, where each map represents a specific environmental parameter (such as topography, vegetation, soil type, or land use) or a proposed project activity.

The process involves the following steps:

  1. Data collection for individual environmental factors within the project area.
  2. Creation of separate thematic maps for each factor.
  3. Superimposition of these maps to identify areas of conflict or overlap between the project's physical footprint and sensitive environmental features.
  4. Generation of a composite map that highlights areas of high environmental sensitivity or potential impact.

For example, in the construction of a new highway, the overlay method would involve creating a map of the proposed road alignment and superimposing it over maps showing wetlands, forest cover, and residential zones. By overlaying these, the planner can visually identify specific segments of the road that intersect with high-value wetlands or protected habitats, allowing for route adjustments to minimize ecological damage.

While the method is excellent for spatial visualization and public communication, it is limited because it does not easily quantify impacts, lacks a temporal dimension, and may ignore secondary or indirect effects.

b

What are the criteria be considered in selection of EIA method? Discuss.

5 marks

Answer

The selection of an appropriate EIA method is critical for the accuracy and credibility of the assessment. Key criteria for selection include:

  • Nature of the Project: The scale, complexity, and type of the proposed development (e.g., industrial, infrastructure, or mining) dictate the level of detail required.
  • Data Availability: The method must be compatible with the quality, quantity, and reliability of available baseline data.
  • Time and Budget: Constraints on resources often limit the use of complex modeling; the chosen method must be cost-effective and capable of meeting project timelines.
  • Expertise and Technical Capability: The assessment team must possess the necessary skills to execute the chosen methodology effectively.
  • Regulatory Requirements: The method must comply with the specific legal frameworks and guidelines mandated by the relevant environmental authorities.
  • Public Participation: The method should be transparent and capable of communicating findings clearly to stakeholders and the general public.
