What are the major methodologies for EIA? Explain any two methods.
Answer
Environmental Impact Assessment (EIA) methodologies are systematic approaches used to identify, predict, and evaluate the environmental consequences of proposed projects. The major methodologies include:
- Ad-hoc method
- Checklist method
- Matrix method
- Network method
- Overlay (Mapping) method
- Simulation or Modeling method
The following two methods are commonly employed in EIA studies:
1. Matrix Method: This method involves the use of a two-dimensional grid to relate project activities to environmental components. One axis lists the actions that cause environmental impact (e.g., construction, waste discharge), while the other axis lists the environmental parameters likely to be affected (e.g., water quality, air quality, biodiversity). Each cell in the matrix represents the potential interaction. Analysts often assign numerical values to these cells to indicate the magnitude and importance of the impact, allowing for a structured visual representation of complex environmental interactions.
2. Overlay (Mapping) Method: This method relies on the use of transparent maps or Geographic Information Systems (GIS) to represent different environmental features of a project area. Each map layer depicts a specific environmental attribute, such as topography, soil type, vegetation, or land use. By superimposing these layers, the spatial distribution of impacts can be identified. This method is particularly effective for site selection and identifying sensitive areas where the project might cause significant environmental degradation, as it provides a clear spatial visualization of the cumulative impact on the landscape.
Explain the sequential action of EIA as an Environmental Management Tool with neat flow sheet.
Answer
Environmental Impact Assessment (EIA) is a systematic process used to identify, predict, and evaluate the environmental effects of proposed projects before major decisions are taken. It serves as a management tool to integrate environmental considerations into the project planning cycle.
The sequential action of the EIA process is outlined below:
- Screening: Determines whether a project requires an EIA based on its scale, location, and potential environmental sensitivity.
- Scoping: Identifies the key environmental issues and impacts that need to be addressed, establishing the boundaries of the study.
- Baseline Data Collection: Gathers information on the current state of the environment in the project area to serve as a reference point.
- Impact Prediction: Uses scientific models and data to forecast the nature, magnitude, and significance of potential environmental changes.
- Mitigation Measures: Proposes strategies to avoid, reduce, or compensate for adverse environmental impacts identified during the prediction phase.
- EIA Report Preparation: Compiles all findings, including the Environmental Management Plan (EMP), into a formal document.
- Public Consultation: Provides stakeholders and affected communities an opportunity to express concerns regarding the project.
- Review and Decision Making: Regulatory authorities evaluate the report to grant or deny environmental clearance.
- Post-Project Monitoring: Ensures that the mitigation measures are implemented effectively and that actual impacts do not exceed predicted levels.
