Explain the various dimensions of vulnerability factors.
Answer
Vulnerability refers to the characteristics and circumstances of a community, system, or asset that make it susceptible to the damaging effects of a hazard. These dimensions are categorized as follows:
- Physical Vulnerability: This relates to the location, design, and construction materials of buildings and infrastructure. It includes the proximity of settlements to hazard-prone areas (e.g., floodplains or seismic zones) and the lack of structural integrity to withstand extreme events.
- Economic Vulnerability: This dimension focuses on the financial capacity of individuals and communities. Low-income groups often lack the resources to invest in risk reduction, insurance, or resilient housing, making them more likely to suffer severe losses and struggle with long-term recovery.
- Social Vulnerability: This involves the demographic and social structure of a population. Factors such as age (children and elderly), gender, health status, and social exclusion increase susceptibility. Lack of access to information, education, and social support networks significantly hinders the ability to respond to disasters.
- Environmental Vulnerability: This concerns the state of the natural environment. Degradation of ecosystems, such as deforestation, soil erosion, and the loss of wetlands, reduces the natural protective barriers that mitigate the impact of hazards like landslides and floods.
- Institutional/Political Vulnerability: This relates to the effectiveness of governance, disaster management policies, and the availability of emergency services. Weak institutional frameworks, lack of early warning systems, and poor urban planning increase the vulnerability of the entire population.
Explain the different levels of disasters.
Answer
Disasters are classified into levels based on the magnitude of the event, the geographical area affected, and the capacity of the local administration to manage the situation without external assistance. The common classification is as follows:
- Level L0 (Insignificant): These are minor events that can be managed entirely by the local community or local authorities without requiring any external support.
- Level L1 (Minor): These disasters are localized and can be managed by the district administration. The state government may be kept informed, but the district-level resources are sufficient to handle the response and recovery operations.
- Level L2 (Moderate): These events exceed the capacity of the district administration. They require the intervention and support of the state government. The state provides additional financial, technical, and human resources to manage the disaster effectively.
- Level L3 (Major/Catastrophic): These are large-scale disasters that overwhelm the capacity of the state government. Such events require the intervention of the national government (e.g., the National Disaster Management Authority in India). These disasters often involve significant loss of life, widespread destruction of infrastructure, and necessitate national-level mobilization of resources, including military assistance and international aid.
The classification helps in determining the level of command, control, and resource mobilization required for an effective disaster response.
