Part A
What is the need to initial environmental examination?
Answer
The initial environmental examination (IEE) is a preliminary assessment conducted to determine if a proposed project or development is likely to have significant environmental impacts. Its primary need stems from the necessity to identify potential environmental concerns early in the project planning phase, before substantial resources are committed. This allows for informed decision-making regarding whether a full Environmental Impact Assessment (EIA) is required, or if the project can proceed with minor mitigation measures. Key needs include:
- Early identification of potential impacts: It flags potential negative effects on air, water, soil, biodiversity, socio-economic conditions, etc.
- Scoping and focus: It helps define the scope of a subsequent EIA, focusing on the most significant issues and avoiding unnecessary detailed studies.
- Informed decision-making: It provides crucial information to project proponents, regulatory agencies, and stakeholders to decide on project feasibility and the need for further assessment.
- Cost and time efficiency: By avoiding full EIAs for projects with negligible impacts, it saves resources. Conversely, it ensures that significant impacts are identified early, preventing costly delays or remediation later.
- Public consultation: It can serve as an initial step in engaging the public and other stakeholders, gathering their concerns and input.
What is cost benefit analysis?
Answer
Cost-Benefit Analysis (CBA) is an economic evaluation technique used to assess the total expected costs arising from a project or decision versus the total expected benefits. The goal is to determine whether the benefits outweigh the costs, and by how much, to justify undertaking the activity. In the context of environmental assessment, CBA is crucial for:
- Quantifying environmental impacts: It attempts to assign monetary values to both tangible (e.g., resource extraction) and intangible (e.g., aesthetic degradation, loss of biodiversity) environmental costs and benefits.
- Comparing alternatives: It allows for a quantitative comparison between different project designs or policy options, highlighting which option provides the greatest net benefit.
- Decision support: It provides a framework for decision-makers to weigh the economic trade-offs associated with environmental protection measures versus development activities.
- Resource allocation: It helps in allocating scarce resources to projects or mitigation measures that offer the highest return on investment in terms of societal well-being.
The core principle is to sum up all benefits and subtract all costs. If the net result (Benefits - Costs) is positive, the project is considered economically viable from a societal perspective. However, assigning monetary values to environmental goods and services can be challenging and is a key area of debate in CBA.
