What are the broad levels of management? What is the composition of the types of skills needed at these levels?

9 marks

Answer

Management is generally categorized into three broad levels, each requiring a distinct mix of technical, human, and conceptual skills:

  • Top-Level Management: Includes CEOs, Presidents, and Board of Directors. They focus on long-term strategic planning and organizational goals. They require a high degree of conceptual skills to visualize the organization as a whole, moderate human skills, and minimal technical skills.
  • Middle-Level Management: Includes Department Heads and Branch Managers. They act as a bridge between top and lower levels, focusing on tactical planning and resource allocation. They require a balanced mix of all three skills, with a strong emphasis on human skills for team coordination and communication.
  • Lower-Level (Supervisory) Management: Includes Foremen, Supervisors, and Section Officers. They focus on daily operations and task execution. They require high technical skills to guide subordinates, strong human skills for motivation, and minimal conceptual skills.

Discuss the scientific theory of management of F.W. Taylor.

6 marks

Answer

F.W. Taylor, known as the father of scientific management, proposed that management should be treated as a science rather than a rule-of-thumb approach. His theory focuses on increasing industrial efficiency through the following principles:

  • Science, not Rule-of-Thumb: Replacing traditional, intuitive methods with standardized, scientifically studied procedures for every task.
  • Scientific Selection and Training: Workers should be scientifically selected based on their capabilities and then trained to perform their assigned tasks with maximum efficiency.
  • Cooperation between Management and Workers: Ensuring work is done in accordance with scientific principles through close collaboration, rather than conflict.
  • Equal Division of Responsibility: Management takes over all work for which they are better suited (planning and organizing), while workers focus on the actual execution of tasks.
  • Time and Motion Studies: Breaking down tasks into small, measurable components to eliminate wasteful movements and establish standard times for completion.
