Differentiate between Herzberg’s Need Hierarchy and Maslow’s Need Hierarchy. Explain.

8 marks

Answer

Maslow’s Hierarchy of Needs and Herzberg’s Two-Factor Theory are both content theories of motivation, but they differ in their focus and application:

FeatureMaslow’s HierarchyHerzberg’s Two-Factor Theory
FocusHuman needs in general.Workplace motivation and job satisfaction.
StructureFive levels: Physiological, Safety, Social, Esteem, and Self-Actualization.Two categories: Hygiene factors and Motivators.
MotivationAll needs can act as motivators if they are unsatisfied.Only motivators (growth, achievement) lead to satisfaction; hygiene factors only prevent dissatisfaction.
ApplicationBroad, applicable to all human behavior.Specific to organizational management and job design.

Maslow suggests that as lower-level needs are satisfied, higher-level needs emerge. Herzberg argues that the absence of hygiene factors (like salary or working conditions) leads to dissatisfaction, but their presence does not necessarily create motivation; true motivation requires intrinsic factors like recognition and responsibility.

b

What are the various factors which act as barriers to effective planning?

7 marks

Answer

Effective planning is often hindered by several internal and external factors:

  • Rapidly Changing Environment: Unpredictable shifts in technology, market trends, or government policies make long-term plans obsolete.
  • Inaccurate Information: Planning relies on data; if the underlying data is incomplete, outdated, or biased, the resulting plan will be ineffective.
  • Resistance to Change: Employees and management may prefer the status quo, leading to psychological barriers that prevent the adoption of new plans.
  • Time and Cost Constraints: Detailed planning is expensive and time-consuming; organizations may rush the process, leading to superficial or flawed strategies.
  • Lack of Coordination: If different departments do not communicate or share goals, plans become fragmented and conflicting.
  • Rigidity: Over-reliance on rigid plans prevents the flexibility needed to respond to unforeseen opportunities or crises.
  • Managerial Bias: Personal prejudices or limited vision of planners can narrow the scope of the plan and ignore critical alternatives.
