Explain what are the various functional activity involved in Human resource management department and discuss the decision marking tools and techniques?

15 marks

Answer

Human Resource Management (HRM) in construction involves the strategic management of the workforce to ensure project objectives are met efficiently. The functional activities include:

  1. Human Resource Planning: Assessing current workforce capabilities and forecasting future requirements based on project schedules and resource leveling.
  2. Recruitment and Selection: Attracting qualified personnel and selecting candidates based on technical skills, experience, and site-specific safety requirements.
  3. Training and Development: Providing site-specific safety training, skill enhancement programs, and professional development to improve productivity and compliance.
  4. Performance Management: Evaluating individual and team performance against project milestones and key performance indicators (KPIs).
  5. Compensation and Benefits: Designing equitable wage structures, incentive schemes, and insurance packages to retain talent in a competitive market.
  6. Employee Relations: Managing labor unions, resolving site disputes, and ensuring a safe, healthy, and productive work environment.

Decision-making in HRM is supported by various tools and techniques that help managers make data-driven choices:

  • Decision Matrices: Used for evaluating multiple candidates or training programs by assigning weights to specific criteria, allowing for a quantitative comparison.
  • SWOT Analysis: Assessing the Strengths, Weaknesses, Opportunities, and Threats of the current workforce to align HR strategy with project goals.
  • Pareto Analysis: Identifying the 'vital few' issues, such as the top 20% of causes for labor turnover or productivity loss, to prioritize management intervention.
  • Cost-Benefit Analysis: Comparing the costs of recruitment, training, or incentive programs against the expected gains in project efficiency and reduced rework.
  • Human Resource Information Systems (HRIS): Software tools that track employee data, attendance, and performance metrics, providing real-time data for informed decision-making.
  • Brainstorming and Delphi Technique: Collaborative methods used to gather expert opinions from project managers and site supervisors to solve complex labor management problems.

What are the different types of floats involved in CPM.

5 marks

Answer

In the Critical Path Method (CPM), float represents the amount of time an activity can be delayed without affecting the project completion date. The primary types are:

  1. Total Float: The maximum time an activity can be delayed without delaying the project finish time. It is calculated as (Latest Start - Earliest Start) or (Latest Finish - Earliest Finish).
  2. Free Float: The time an activity can be delayed without affecting the early start of the succeeding activity. It is calculated as (Earliest Start of successor - Earliest Finish of current activity).
  3. Independent Float: The time an activity can be delayed without affecting the early start of any succeeding activity or the late finish of any preceding activity. It is the most restrictive type of float.
  4. Interfering Float: The difference between Total Float and Free Float, representing the portion of the float that, if used, will reduce the float of succeeding activities.
