Explain briefly the modified classification of road system in India as per the Third Road Twenty Year Development Plan, 1981 – 2001.

15 marks

Answer

The Third Road Development Plan (1981–2001), also known as the Lucknow Plan, introduced a functional classification of the road network in India. This classification system categorizes roads based on their primary function, traffic volume, and the administrative hierarchy of the connectivity they provide. The system classifies the road network into three main categories:

  1. Primary System: This consists of Expressways and National Highways (NH). Expressways are high-speed, access-controlled roads designed for rapid transit between major hubs, while National Highways serve as the arterial network for interstate movement, connecting state capitals, major ports, and strategic border areas.
  2. Secondary System: This includes State Highways (SH) and Major District Roads (MDR). State Highways provide connectivity between district headquarters and important towns within a state, linking them to the National Highway network. Major District Roads connect areas of production and markets with either the State Highways or the National Highways.
  3. Tertiary System: This comprises Other District Roads (ODR) and Village Roads (VR). Other District Roads serve rural areas by connecting villages to the nearest market centers or higher-category roads. Village Roads provide the final link to individual villages, ensuring basic accessibility for rural communities.

The plan emphasized the importance of road density and aimed to achieve a target road density of 82 km per 100 sq. km by the year 2001. It also highlighted the necessity of integrating the road network with other modes of transport to ensure efficient socio-economic development across the country.

Discuss the significant recommendations of Jayakar Committee report? Mention how this helped in road development in India.

8 marks

Answer

The Jayakar Committee, appointed in 1927, provided foundational recommendations that transformed road development in India:

  • Road development should be treated as a national interest, as it had become beyond the capacity of local governments.
  • An extra tax on motor spirit (petrol) should be levied to create a dedicated Road Development Fund.
  • A semi-official technical body, the Indian Road Congress (IRC), should be established to pool technical knowledge and ensure standard practices.
  • A central institution for research and training should be established to promote road engineering standards.

These recommendations led to the creation of the Central Road Fund (CRF) in 1929, the establishment of the IRC in 1934, and the Central Road Research Institute (CRRI) in 1950. This framework provided the financial stability and technical standardization necessary for the systematic planning of the Nagpur, Bombay, and Lucknow road development plans.

Vehicle ‘A’ is approaching from west and vehicle ‘B’ from south. After collision ‘A’ skids 60° north of east and ‘B’ skid 30° south of east. Skid distance before collision for ‘A’ is 18 m and ‘B’ is 26 m. The skid distances after collision are 30m and 15 m respectively. Weight of ‘A’ and B are 4500 and 6000 respectively. Skid resistance of pavement is 0.55 m. Determine the pre-collision speed.
