List out the impact identification methods of EIA and explain checklists and matrices method.

15 marks

Answer

Impact identification is a critical stage in the Environmental Impact Assessment (EIA) process, aimed at systematically determining the potential environmental consequences of a proposed project. The primary methods used for impact identification include:

  • Ad-hoc methods
  • Checklists
  • Matrices
  • Networks
  • Overlays (GIS-based mapping)
  • Environmental indices

Checklists Method: Checklists are structured lists of environmental parameters and impact indicators that need to be addressed in an EIA. They act as a reminder to ensure that no significant environmental factor is overlooked. There are several types of checklists, including simple, descriptive, scaling, and weighting-scaling checklists. They are highly effective for screening and scoping, providing a systematic approach to identifying potential impacts, though they often fail to account for the spatial or temporal nature of impacts or the complex interrelationships between different environmental components.

Matrices Method: The matrix method, most notably the Leopold Matrix, provides a two-dimensional grid to identify the interaction between project activities and environmental components. Typically, project actions (such as construction, operation, or waste disposal) are listed along one axis, and environmental factors (such as water quality, air quality, or socioeconomic conditions) are listed along the other. Each cell in the matrix represents a potential impact. In advanced versions like the Leopold Matrix, each cell is further evaluated for the magnitude and importance of the impact on a numerical scale. This method is superior to checklists as it explicitly identifies the cause-effect relationship between specific project actions and environmental changes, facilitating a more structured assessment of the project's overall footprint.

a

Write the steps involved in preparation of Environmental Base Map.

8 marks

Answer

The preparation of an Environmental Base Map is a systematic process used to visualize the spatial distribution of environmental features. The steps are as follows:

  1. Data Collection: Gather primary data through field surveys and secondary data from existing topographic maps, satellite imagery, aerial photographs, and government records.
  2. Selection of Scale and Projection: Determine the appropriate map scale and coordinate system based on the project study area and the required level of detail.
  3. Base Layer Creation: Digitally plot physical features such as drainage patterns, road networks, land use, land cover, and administrative boundaries using GIS software.
  4. Thematic Layer Integration: Overlay specific environmental data layers including soil types, vegetation cover, water bodies, wildlife habitats, and sensitive ecological zones.
  5. Ground Truthing: Verify the accuracy of the mapped features through field visits to ensure the representation matches actual site conditions.
  6. Final Compilation and Digitization: Integrate all layers into a unified digital map format, ensuring consistent symbology, legends, and labeling for clarity.
