What are the broad levels of management? What is the composition of the types of skills needed at these levels?
Answer
Management is traditionally divided into three broad levels, each requiring a different mix of managerial skills:
- Top-Level Management: Includes the Board of Directors, CEO, and Managing Directors. They focus on long-term strategic planning, organizational goals, and external environment interaction.
- Middle-Level Management: Includes Departmental Heads and Branch Managers. They act as a bridge between top and lower levels, focusing on tactical planning and interpreting top-level policies.
- Lower-Level (Operational) Management: Includes Supervisors, Foremen, and Team Leads. They focus on day-to-day operations, task execution, and direct supervision of the workforce.
The composition of skills required, as defined by Robert Katz, varies by level:
- Conceptual Skills: Most critical at the top level for strategic vision and complex problem-solving.
- Human (Interpersonal) Skills: Equally important at all levels to lead, motivate, and work effectively with people.
- Technical Skills: Most critical at the lower level for performing specific operational tasks and guiding subordinates.
Discuss the scientific theory of management of F.W. Taylor.
Answer
Frederick Winslow Taylor, the father of Scientific Management, proposed that management should be treated as a science rather than a rule-of-thumb approach. His theory focuses on increasing industrial efficiency through the following principles:
- Science, Not Rule of Thumb: Replacing traditional, intuitive methods with scientific study of each element of a job to determine the 'one best way' to perform it.
- Scientific Selection and Training: Employees should be scientifically selected based on their physical and mental capabilities and trained to perform their assigned tasks efficiently.
- Cooperation between Management and Workers: Ensuring work is performed in accordance with scientific principles through close collaboration, rather than conflict.
- Equal Division of Responsibility: Management should take over all work for which they are better suited (planning, organizing), while workers focus on the actual execution of tasks.
Taylor introduced techniques such as Time and Motion Studies to eliminate wasteful movements and Differential Piece-Rate Systems to incentivize higher productivity among workers.
