Discuss the importance of public water supply scheme in the context of present times.
Answer
A public water supply scheme is essential for the socio-economic development and health of modern society. In present times, its importance is magnified by rapid urbanization, industrial growth, and the increasing threat of climate change on water security.
The primary objectives and importance of these schemes include:
- Public Health Protection: The most critical function is the prevention of water-borne diseases such as cholera, typhoid, and dysentery. By providing treated, potable water, these schemes significantly reduce mortality rates and healthcare burdens on the state.
- Economic Development: Reliable access to water is a prerequisite for industrial processes, commercial activities, and agricultural productivity. A stable supply chain for water ensures the continuity of economic operations and attracts investment.
- Urbanization and Population Growth: As populations concentrate in urban centers, decentralized water collection becomes impossible. Centralized public schemes provide the necessary infrastructure to distribute water efficiently to high-density areas, preventing sanitation crises.
- Quality of Life and Hygiene: Access to clean water for domestic purposes—bathing, cleaning, and waste disposal—is fundamental to maintaining personal hygiene and a decent standard of living, which directly correlates with human productivity.
- Environmental Sustainability: Modern schemes incorporate water treatment plants that manage wastewater and reduce the pollution of natural water bodies. By regulating extraction and treatment, these schemes help in the conservation of finite freshwater resources.
- Fire Fighting and Disaster Management: Public water networks provide the high-pressure water supply required for fire-fighting services, which is vital for the safety of urban infrastructure and human life.
- Equity and Social Justice: A public scheme ensures that water is treated as a basic human right rather than a luxury, providing equitable access to all citizens regardless of their economic status, thereby reducing social disparities.
In the current era of water scarcity, these schemes are also vital for implementing water-saving technologies, such as smart metering and leak detection, which are necessary to manage dwindling resources effectively.
How is provision made for fire demand in water supply schemes?
Answer
Fire demand is calculated as an additional requirement beyond the domestic, industrial, and commercial needs to ensure sufficient water pressure and volume for firefighting. Since fire outbreaks are unpredictable, this demand is treated as a coincident draft added to the maximum daily demand.
Provisions are made by:
- Hydrants: Fire hydrants are installed at regular intervals along distribution mains, typically every 100 to 150 meters in residential areas and closer in high-risk zones.
- Storage Reservoirs: Elevated service reservoirs or ground-level storage tanks are designed to maintain a specific 'fire reserve' capacity that remains unused during normal operations.
- Distribution System Design: The pipe network is designed to maintain a minimum residual pressure (typically 1 to 1.5 kg/cm² or 10-15 meters of head) during fire-fighting operations to ensure effective jet reach.
- Empirical Formulas: The required quantity is estimated using formulas such as the Kuichling's formula (Q = 3182√P), Freeman's formula, or the National Board of Fire Underwriters formula, where P is the population in thousands.
A water sample with pH 9 had a caustic alkalinity of 72 mg/l, total alkalinity of 232 mg/l and total hardness of 300 mg/l, all as CaCO3. Calculate the amounts of the various forms of alkalinity present and the amount of non-carbonate hardness.
