What is the concept of universality of management?
Answer
The universality of management is the principle that management is a pervasive and essential activity required in all types of organizations, regardless of their size, nature, or purpose. Whether it is a business firm, a government agency, a non-profit organization, or a religious institution, the fundamental functions of management remain the same.
Key aspects of this concept include:
- Common Functions: All managers, irrespective of their level in the hierarchy or the industry they operate in, perform the core functions of Planning, Organizing, Staffing, Directing, and Controlling.
- Goal Orientation: Management is universally applied to achieve specific objectives efficiently and effectively by coordinating human and non-human resources.
- Applicability: The principles of management are considered universal because they provide a framework that can be adapted to different cultural and operational environments, even though their specific application may vary based on the context.
In essence, the concept suggests that management is a distinct and transferable skill set that is necessary for the success of any collective human effort.
What is a scalar chain?
Answer
The Scalar Chain, a fundamental principle of management proposed by Henri Fayol, refers to the formal line of authority and communication that extends from the highest level of management to the lowest ranks in an organization. It establishes a clear hierarchy where every position is linked, ensuring that information flows through a defined chain of command.
Key aspects of the scalar chain include:
- Hierarchy of Authority: It defines the reporting relationship between superiors and subordinates, ensuring that every employee knows who they report to and who reports to them.
- Communication Flow: Under normal circumstances, all official communication must travel through every link in the chain, moving vertically up or down the hierarchy.
- Order and Discipline: It prevents the bypass of authority, thereby maintaining organizational discipline and ensuring that decisions are communicated systematically.
Fayol also introduced the concept of the Gang Plank as a necessary exception to the scalar chain. In situations requiring urgent communication, the gang plank allows employees at the same level of the hierarchy to communicate directly, bypassing the formal chain to avoid delays, provided their immediate superiors are kept informed.
