1

Describe the international, primary, secondary and working standards and their importance in measurement systems.

15 marks

Answer

Standards of measurement are fundamental physical representations used to define, realize, conserve, or reproduce a unit or one or more values of a quantity. They are classified into a hierarchy based on their accuracy and application.

International Standards: These are defined by international agreement and represent the units of measurement with the highest possible accuracy. They are maintained at the International Bureau of Weights and Measures (BIPM) and are not available for daily use. Their primary importance is to serve as the ultimate reference point for national standards to ensure global uniformity in measurements.

Primary Standards: These are absolute standards calibrated independently by national laboratories (such as NIST or NPL) using fundamental physical constants or highly precise physical phenomena. They are used solely for the calibration of secondary standards and are never used directly in industrial or laboratory measurements. They provide the highest level of accuracy within a country.

Secondary Standards: These are the basic reference standards used by industrial and research laboratories. They are calibrated against primary standards. Their importance lies in acting as the bridge between national primary standards and the working instruments used in the field, ensuring traceability.

Working Standards: These are the primary tools used in day-to-day operations for checking and calibrating laboratory instruments and measuring devices. They are calibrated against secondary standards. While they have lower accuracy than the higher-level standards, they are essential for maintaining the quality and reliability of measurements in manufacturing, testing, and field applications.

The hierarchy of these standards is critical for traceability, which ensures that every measurement made in the field can be linked back to the international standard through an unbroken chain of comparisons. This structure minimizes measurement uncertainty and guarantees that measurements are consistent, repeatable, and legally acceptable across different geographical locations and industries.

2

Discuss the primary, secondary and working standards of time, frequency and capacitance.

15 marks

Answer

Standards are categorized based on their accuracy and traceability to the international system of units (SI). The hierarchy ensures that measurements made in laboratories and industries are consistent and accurate.

Time and Frequency Standards:

  1. Primary Standards: These are based on the physical properties of atoms, specifically the transition between two hyperfine levels of the ground state of the Cesium-133 atom. The SI second is defined as the duration of 9,192,631,770 periods of radiation corresponding to this transition. Cesium beam atomic clocks serve as the ultimate reference.
  2. Secondary Standards: These are high-precision quartz crystal oscillators or hydrogen masers that are calibrated against primary standards. They provide high stability and are used for routine laboratory measurements where the extreme complexity of a primary standard is not required.
  3. Working Standards: These are standard signal generators or frequency counters used in daily industrial and laboratory operations. They are periodically calibrated against secondary standards to ensure traceability.

Capacitance Standards:

  1. Primary Standards: The primary standard for capacitance is the Thompson-Lampard calculable capacitor. It is based on the principle of cross-capacitance in a vacuum, where the value is determined solely by the physical length of the electrodes, which can be measured with extreme precision using laser interferometry.
  2. Secondary Standards: These consist of high-quality, stable air-dielectric capacitors (often fused silica or nitrogen-filled) maintained in temperature-controlled environments. They are calibrated directly against the calculable capacitor and are used to maintain the unit of capacitance in national metrology institutes.
  3. Working Standards: These are precision decade capacitance boxes or fixed-value capacitors used in calibration laboratories. They are regularly checked against secondary standards to maintain accuracy in bridge measurements and instrumentation testing.
