Authority is the formal right inherent in a managerial position to give orders, make decisions, and allocate resources to achieve organizational goals. It is a power granted by the organization to a specific role. In contrast, Delegation of Authority is the process by which a manager assigns a portion of their authority and responsibility to subordinates. While authority is a static right of a position, delegation is a dynamic process of transferring that right downward to facilitate operational efficiency.

The Personnel Function, now commonly referred to as Human Resource Management, encompasses the planning, acquisition, development, maintenance, and utilization of an organization's workforce. Its primary objective is to align the needs of the employees with the strategic goals of the organization. This function involves activities such as recruitment, training, performance appraisal, compensation management, and ensuring a healthy industrial relations environment to maximize individual and organizational productivity.
